美國(guó)發(fā)布2000億美元征稅產(chǎn)品第二批排除清單

 

2019年9月17日，美國(guó)貿(mào)易代表辦公室（USTR）公布了2000億美元征稅產(chǎn)品清單項(xiàng)下的第二批排除公告，本次公布了38項(xiàng)產(chǎn)品，46項(xiàng)申請(qǐng)，有效期可追溯至2000億清單生效之日2018年9月24日起至2020年8月7日。
9月17日公布的2000億排除清單中涉及紡織服裝相關(guān)產(chǎn)品共有三項(xiàng)，分別為（一）100％聚酯纖維織物，每英寸不超過(guò)150/75或104/72線，重量為83克/平方米(在報(bào)告編號(hào)5407.10.0010中有描述)（Woven microfiber fabric of 100 percent polyester, not exceeding 150/75 or 104/72 threads per inch, weighing 83 gram/m2(described in statistical reporting number 5407.10.0010)）；（二） 65%滌綸和35%棉的織物布,每英寸線程重量不到170 g / m2,不超過(guò)45/45或110/76(在報(bào)告編號(hào)5513.11.0040中有描述)（Woven fabric sheeting of 65 percent polyester and 35 percent cotton,weighing less than 170g/ m2, not exceeding 45/45 or 110/76 threads per inch(described in statistical reporting number 5513.11.0040)）；（三）涂有聚氨酯的聚酯或粘膠織物，上述織物的寬度為137厘米(54英寸)，重量為187克/平方米（在報(bào)告編號(hào)5903.20.2500中有描述）（Polyester or viscose fabric coated with polyurethane, the foregoing measuring 137 cm (54 inches) in width, and weighing 187 grams/m2(described instatistical reporting number 5903.20.2500)）。
截至目前，2000億排除清單中涉及紡織服裝相關(guān)產(chǎn)品共有五項(xiàng)，其中兩項(xiàng)已在2019年8月7日公布的2000億排除清單中被排除，產(chǎn)品稅號(hào)分別為5402.20.3010和5603.92.0090。我會(huì)曾于8月7日就此發(fā)布公眾號(hào)文章《美國(guó)發(fā)布2000億加征關(guān)稅產(chǎn)品第一批排除清單》。
根據(jù)USTR在2019年6月19日發(fā)布的公告，2000億美元征稅清單產(chǎn)品排除程序自2019年6月30日起啟動(dòng)運(yùn)行，申請(qǐng)截止日期為2019年9月30日。所以，企業(yè)仍可進(jìn)行產(chǎn)品排除申請(qǐng)（2000億項(xiàng)下產(chǎn)品排除網(wǎng)絡(luò)通道為：http://exclusions.USTR.gov ）。
